With the advancement of technology allowing a person from the other side of the world to arrive in America in less than a day I suggest that we amend our Constitution to establish a time-period of residency.
Unfortunately, people from other countries are taking advantage of our existing law by having what is referred to as an "Anchor Baby".

Should we come across an illegal alien that arrived in America within the past decade, or a person that was born to parents within the last ten years, perhaps we could have a panel of township citizens closest to them decide on a case-by-case basis what should be done with that individual. Not only will this make sure that all immigrants abide by our laws, but it will also mainstream everyone into our American society (i.e. Everyone Speaks English) and put a lot of people to work. Please note, I understand that a person that is fluent in many languages is better equipped to enjoy life.

Not only would this system help government in planning and managing our resources, but it is necessary for actuarial purposes so that we know exactly what to do with Social Security, Medicare, and Immigration. It will also be required in order for the Federal Government to avoid making unnecessary payments. Furthermore, it will also make it easier for our government to reduce crime and manage our borders (20% of prison inmates are illegal aliens). This type of card is currently being offered in Michigan.
